In the present report, the Special Rapporteur on minority issues, Fernand de Varennes, provides a summary of his activities since his previous report to the General Assembly and highlights continuing work on the thematic priorities of statelessness, education and minority languages, hate speech targeting minorities in social media, as well as initiatives on a regional approach to minority issues.

Pursuant to resolution 42/20 of the Human Rights Council, the Special Rapporteur on the rights of indigenous peoples dedicated his annual report to the General Assembly the impact of the COVID-19 on the rights of indigenous peoples. The report reviews existing initiatives undertaken by States, indigenous peoples and others to ensure that the rights and specific needs of indigenous peoples are considered and addressed in the fight against the pandemic. It also identifies protection gaps which require Member States and their partners’ attention.

The report is the first submitted by the newly appointed mandate holder, Ms. Mary Lawlor. She outlines herein how she intends to approach and develop the subject of her mandate in the coming years. She presents her priorities and working methods and offers a brief overview of her activities in the first weeks since she took up her role. She describes the change in working methods for herself, and for human rights defenders more generally, in the immediate term brought about by the coronavirus disease (COVID-19) pandemic.
