In this report, the Special Rapporteur analyses the concept of gendered disinformation, which she finds is both a strategy to silence the free expression of women and gender nonconforming persons and a threat to their safety and health, as well as a possible form of online gender-based violence. Stressing that there can be no trade-off between women’s right to be safe and their right to speak, the Special Rapporteur promotes a “gendered response” to online threats, including by addressing the underlying factors that drive gendered disinformation and gender-based violence

The present report is submitted pursuant to Human Rights Council resolution 50/15, in which the Human Rights Council requested the Office of the United Nations High Commissioner for Human Rights, including in consultation with the United Nations Educational, Scientific and Cultural Organization and other relevant United Nations bodies, to convene at its fifty-third session a panel discussion, fully accessible to persons with disabilities, on the role of digital, media and information literacy in the promotion and enjoyment of the right to freedom of opinion and expression.
